The METRO B Line is a planned Bus Rapid Transit (BRT) line that will provide faster and more reliable transit service along Lake Street in Minneapolis and Marshall and Selby Avenues in Saint Paul. Funding from the Federal Transit Administration (FTA) required Section 106 and National Environmental Policy Act (NEPA) compliance.
Since 2019, 106 Group has assisted Metropolitan Council by providing various services to support Section 106 compliance. Tasks have included preparing a compliance plan and area of potential effect (APE) rationale, conducting reconnaissance and intensive level architectural history survey, preparing an assessment of effects analysis, and providing consultation assistance.
We assisted the Council in navigating unprecedented challenges due to repository closures because of the COVID-19 pandemic and civil unrest along the proposed transit corridor in the summer of 2020. We developed project workarounds to complete property evaluations and submit recommendations to FTA and the State Historic Preservation Office (SHPO) without incurring additional delays. In 2021, we commenced a new contract to provide historic resources analysis, archaeological survey, and Section 106 consultation support for the proposed METRO E Line that will provide service from the University of Minnesota to Southdale.
