Vantage Pipeline

BACKGROUND:
The Vantage Pipeline, a 430-mile pipeline across the Bakken Oil Region, transports ethane from North Dakota to Alberta, Canada.  A Presidential Permit, managed through the Department of State, required Section 106 consultation and led to extensive engagement with twelve Northern Plains Indian tribes.

SCOPE:
The 106 Group prepared an Environmental Assessment (EA) that evaluated the project’s impacts to cultural and natural resources, in order to comply with the National Environmental Policy Act. This work included extensive community outreach and discussion with tribal members.

OUTCOME:
After three years of Department of State consultation, we facilitated successful conclusion of the cultural sites survey, in compliance with the Programmatic Agreement, within three months of the first Working Group meeting.
